The betta is ill, most likely a result of a swim bladder problem, which causes the fish to be enable to stay afloat for long.
If you want the animal to live, action must be taken immediately.
The most probable cause of this is by feeding the fish bloodworms ( a pet store recommended food that almost always gives the fish constipation).
Constipation will cause the fishes death if not treated. Treat in the following way. Stop feeding the fish for several days. Then give the fish a cooked pea with the outer part peeled off. Use a toothpick or something else to encourage the fish to bite. After a few of these meals, see if the fish is starting to get over it.
If this does not work, it may be a more serious problem with the swim bladder, either by infection, trauma, or other reasons. Look for the information, it is available on the web at other sources.

Your Betta may be sick, but before you go guessing what terrible disease he has, and trying remedies for illnesses he might not have, check the temperature of the tank! Bettas become listless if they are kept at too low a temperature. I've seen it happen many times. If the tank is in the low to mid 70's, all you have to do is gradually raise the temperature to 80 degrees, and your fish will come to life.

Like what answer 1 & 2 have said your betta fish may be sick. You should double check everything. Look at the pH levels, see if the temp. is good, betta's become lifeless if it is not the right temp... etc.
Your betta could also be sick & tired of the same home. Try move the decors into different spots in the tank. When cleaning only take out 1/3 of the water, and use a gravel vac to clean the gravel.. :s If you betta is still like this try adding some aq. salt to help if he is sick, and increase the temp. It really depends. If it is winter then it is pretty normal, because their metabolism slows down. But in the other seasons, it may mean your betta fish is sick. If you see that his/her gills arent closing all the way, or their scales are starting to dull.
how long have you had you're Betta? and what type of food have you fed it? it might be time for it to go... or it might have an infection, there could be a million answers to your question... try putting it in a smaller bowl, with fresh clean water. NOT TAP WATER, DRINKING WATER! if it doesn't at least move a little more, it might die.
Bettas are not very active fish but they do need regular water changes to keep them in reasonable condition so that they will move around a bit.
