All television signals are generated line by line to create a complete frame and the frames are refreshed continually. The lines and frames are repeated at a certain frequency. In the case of a television signal, the fields, or frames, are running at 59.94Hz or 50Hz. Computer displays frequently operate at higher field or frame rate. A message indicating the signal is out of range is almost certainly saying that the field rate is above the rate that the television will handle.

To rectify the problem, use the display settings dialog box in the control panel and adjust the frame rate. If it is set at 75Hz for example, try to lower it to 60 or 70Hz. It may also be necessary to change the resolution to an acceptable format. If the television has a native resolution of 1080 line, try to set the computer display resolution to 1920 x 1080 at 50 or 60Hz, That should offer the best quality display and avoids the need to resize the image to fit the screen.

There is often information on computer resolutions in the television's manual. It's worth taking the time to do some reading and that may save a lot of time experimenting.

Can a cross over cable be used to connect two unlike network devices such as a PC and a hub?

In general, no, you would not use a cross-over cable to connect a hub/switch/router to a PC. This is because the device itself has cross-over circuitry built into it, and if you used a cross-over cable you would be reversing that process. The net effect is that the transmit signal would connect to another transmit signal, when it should be connected to a receive signal.
