most likely the Transmission Fluid is low, i had the same problem. did it only really start happening in the cold weather if so thats it. it could be it any way though. try it out
If your car has a manual transmission, and it over rev's in every other gear as well, than no doubt it is your clutch. Other wise it is your transmission.

Gear shifting has little to do with batteries, or your car's electrical system. If your car is stuck in one gear, your clutch (on a manual) or even worse, your transmission, might be going out. The dead battery might be just a coincidence.

no this will not ruin your car BUT it will start to scrape your gear because it is not being shifted properly
It changes the gear change rpm in you automatic transmission. It will rev out to higher rpm before changing into the next gear which will make your acceleration quicker and make the car more responsive but you will use a little more fuel. It doesn't actually give your engine any more horsepower as such.
