This could be anything from your dog bolting his food too fast to an infection to organ failure. I would suggest taking your dog to your veterinarian for an examination; if you can take a picture of what your dog is vomiting up and bring in the dog's water dish along with how often you have to refill it, that would help the veterinarian sort out the problem.

Your dog is gagging after drinking water due to drinking too fast and therefore intaking too much air which can be extremely dangerous, resulting in a condition known generally as bloat, which can be fatal. You can stop a dog drinking too fast, hence reducing the risk of bloat with a special anti-gulp dog bowl. One of the best products around to stop your dog gulping water too fast - i.e. slow them down is the Alpha Paw Drink Better Anti- Gulp dog bowl. This is also a great product to educate pups to drink water more healthier from the start.
