Dogs do this when they encounter a particularly punguent smell or taste, particularly when they smell a female dog in heat, or even a human woman in estrus. It is called phrenulating. It is most commonly seen in Dogs when they encounter a female dog in heat although bitches will phrenulate when they encounter a scent that is complex and exciting.

∙ 15y agoIt is a response to pheremones they detect in different things, particularly the scent or taste of female dog urine. I thought my dog was having a seizure the first time he did it, then I specifically watched him go lick up my female dogs urine (gross I know) and immediately it started again. The official name is "flehman" but it is a little different looking in dogs than other mammals. Other mammals lift their upper lip towards their nose, while dogs do the weird chattering thing. I know it says it is supposed to be a response to dogs in heat, but my girl dog is fixed, and so is the boy who was doing the smelling. He just likes it anyways.

∙ 13y agoIf this is a male dog that has not been neutered, it could mean there is a female in heat somewhere in your area.
Another possibility is that it could be a partial seizure disorder, more common in particular breeds. If it is recurrent, it would be best to consult a vet.

∙ 12y agoTeeth chattering combined with drooling can mean several things. My 2 year old male does it when he's introduced to female dogs and puppies as well as when he is generally overexcited. I've also noticed him getting a fixed stare (whale-eye) and showing this behavior when he notices cats he is familiar with. Check your dog's body language when you see this and then look at what they are focusing on.

∙ 14y agoI have a female dog that "chatters" whenever another of my females is in heat, or when a litter of puppies is about to be born (to the very day). As you may guess, this has been very helpful to me. I don't think that it has so much to do with the penis being the catalyst, as with the detection of certain hormones in the other animal.
