(LIFE SAFETY WARNING! [disclaimer]
Electricity is dangerous!
You can be injured or killed!
Improper installations can cause fire, injury and death!
Should you be doing this yourself?) The reason your dryer outlet sparks and makes a buzzing noise is because there is a loose connection. [the receptacle section of the device does not make a good connection with the blades of the plug due to metal fatigue, or one of the wires has a bad connection inside the receptacle because a screw is loose, or a wire is broken at the screw terminal] Replace the receptacle [and the cord set for the dryer if it is damaged]

As always, if you are in doubt about what to do, the best advice anyone should give you is to call a licensed electrician to advise what work is needed.
Before you do any work yourself,
on electrical circuits, equipment or appliances,
always use a test meter to ensure the circuit is, in fact, de-energized.
IF YOU ARE NOT ALREADY SURE YOU CAN DO THIS JOB
SAFELY AND COMPETENTLY
REFER THIS WORK TO QUALIFIED PROFESSIONALS.
Unplug it. Now. If it is gas turn the gas off. Chances are something electrical has failed. With all the lint that builds up inside those things it is a fire just waiting to be ignited. Don't use it until it is determined to be safe. If you are a confident DIYer, open it up, clean it, and try to figure out what sparked and why. If not call a repairman or your landlord.
