They may be hungry. Usually fish will "break water" to feed. Go to a pet shop and get a little book on guppies and that will help you raise them. Good luck Marcy I would also recommend having the water tested by an aquarium store. High Ammonia and or Nitrite levels will cause them to go to the surface and appear to be "gasping for air". Acceptable parameters are less than 2ppm of Ammonia and less than 25 mg/L of Nitrite. Also watch other tank inhabitants closely since guppies by nature are very timid fish and do not tolerate aggression very well. If other fish are harassing them, their only refuge is often the surface of the aquarium.

Different types of fish feed in different parts of the tank. This does not mean they only ever feed in that one spot, but it is where they prefer to be.

Some fish, such as Siamese fighters, are top-feeders. They come to the surface more often. then there are the bottom-feeders, such as the loaches and catfish. It is all part of the unique design called the ecosystem, that allows many fish to feed in the same waters.

Guppies are surface fish and feed mainly from the surface of the water. (Note the way their mouths open). If there are other fish gasping at the top you may have an Oxygen deficiency in the tank. If that is the case then a water change is called for. Remember the rule 1 inch of fish requires 1 gallon of water are you overstocked?

The two most important reasons that fish rise to the top are being hungry and a lack of oxygen which may include a higher level of amonia or nitrates. Feed your fish what they can eat in two minutes once or twice a day or whatever your local pet store suggests. The best way to tell if there is enough oxygen in the tank is to make sure that you have moving water. To test for toxins, take a sample of your tank water to your local pet store. Most pet stores will do this test for free.
