can be varies things ,such not enough salt in the water ,overfed , infected ,bladder condition ,etc

if in pond with other fishes and this is the odd one is most properly bladder ,

cook up a couple of peas and try to feed the fish ,usual there need a big pooh after and it should be fine ,

if no respond and still swimming leave it alone , don't feed at times it recover itself ,and other times it can live in that condition for a while ,at other times you will loose the goldfish ,

is always important ever so often add little fresh water to your pond is a good mix with rainwater , to keep the oxygen level , even if you cant effort a pump ,a couple of underwater plants are good and maybe a cheap fountain will help ...good luck and enjoy your fish and pond

He's probably either hungry or, this is kind of weird is trying to get more oxygen because the water has too much debris.

This is a classic symptom of poisoned water caused by poor filtration and insufficient water changes. Your fish is gasping for Oxygen. My advice is to do a water change ASAP. If you don't, the fishes gills will be damaged by the Ammonia in the water. Then, after the water change, follow the basic rules. The basic rules for keeping fish healthy are. :- 1 inch of fish needs a minimum of 1 gallon of water.(a goldfish is a 10 inch fish) :- Every fish tank needs a permanently running cycled filter. :- Every tank needs at least 50% of its water replaced every week. If you follow the above rules and keep the fishes water at around 65F it may survive. If you fail to follow the rules I can guarantee that your fish will not survive for long.
