A reason for goldfish swimming to the top is the lack of oxygen. Even if the water is perfectly clean, if you put too many fish in a small amount of water, there may be not enough oxygen in the water for the fish, so they go up to the surface where there is more oxygen. Constipation can be a reason for this weird behaviour too, and I feed my fish the insides of boiled frozen peas when this happens. It actually works! My fish are doing it again, so i plan to feed them the peas today.
One of my goldfish recently died, and the day before it was lying on the bottom of the tank. That happened for me, and I didn't know why it died, so I researched why goldfish lie on the bottom of the tank. Here are a few I saw:
1. Swim bladder infection. It makes it hard for the fish to swim, and I am not so sure how it is cured....
2. Constipation. You can know if a fish has constipation when its poo kind of hangs on its butt and doesn't fall off for a long time. Frozen peas boiled help cure it. don't feed the skin, though!
3. Strong current. Sometimes the strong water current caused by the filter make the fish tired and make it lie on the bottom of the tank. Imagine walking on a tredimal for 24 hours! Changing the position of the filter can help!

Stop doing a handstand. If your goldfish is floating, it will float to the top, not the bottom, therefore, you must be upside down!

I don't know if it is normal or not, but my sister had goldfish that would jump out of their tank when she would walk into the room. She would have to scoop them up and put them back in.
Neither. A 'fish bowl' is a terrible place for a fish, usually goldfish which are actually pond fish and can grow massive and live 20 yrs. However if it HAD to be one or the other, it'd be the bowl as there will be more gaseous exchange at the surface of the water than there would be in a bag, even with holes in.

The first thing I would say is, "if you want what's 'best' for your goldfish, you will get rid of the bowl and get a reasonable sized tank/aquarium." The basic rule is 1" of fish needs 1 gallon of water. Goldfish (are really a pond fish) grow to around 12" in captivity so the minimum sized tank you need for one goldfish, (allowing for substrate (for plants to grow in) and about 1" space at the top) would be around 18 to 20 gallons. They like to nibble on all the 'Elodia sp' of plants. Myriophylum, Cabomba and Ambulia are also enjoyed but their favourites are definitely Elodia crispa and E.densa.
Goldfish are moderately inactive fish. They will spend much of their time just floating or sitting at the bottom.

No, that is not normal behaviour for a goldfish. For one, your goldfish shouldn't be living in a bowl- it needs to be in a 10-20gallon aquarium to thrive. The goldfish is acting this way because the O2 levels in the bowl are too low and it is suffering from a lack off oxygen. The best way to fix this problem is to get a tank with a larger surface area so it will have a greater gas exchange ratio, also add an aerator and if you don't already a filtration system (the best ones are probably the ones that are "biological and mechanical filters").You'll be able to see a lot of improvement in your fish's behaviour and health if you do this.
