Obviously, during exercise your skeletal muscle needs a lot of oxygen and is generating a lot of metabolic wastes, like lactic acid. So, some arteries constrict and other dilate (vasoconstriction/vasodilation) in order to give your muscles what they need. So some areas have less blood to give warmth. But in general you body should feel hotter as more blood is released near the skin so that the heat will escape your body and keep your temperature close to average.
In general it just means that other parts of your body are more active and require more blood. thus blood circulation in certain areas might be low, resulting in a colder temperature. For instance: It's very common to have your stomach become cold while running because your legs require more blood because they are exerting the most energy.
