Usually its because you have a burnt out bulb -- or the turn signal flasher relay is bad. If you turn the flasher on to one side, and it flashes, but wont flash on the other side, check the side that doesn't flash, usually the front or back bulb is burned out and needs to be replaced. Lots of car companies had the system work like that so you knew when a turn signal bulb was burnt out, replacing the blub makes them blink again. If neither side flashes, than I would say the turn signal flasher realy is bad. Now -- turn signal flasher relays can be easy ones or hard ones. If you don't know what a turn flasher relay is, or what it looks like, easiest thing to do is call your local Pep Boys, Auto Zone etc.. and ask them if they have a turn signal relay for your make and model and how much it is. If they are under 15 bucks, than its usually an easy one to replace, ask the person you are talking to at the parts store, (who knows -- you may get lucky and they may know something about cars, and can tell you if its an easy one to replace). Most older cars, around pre 90s were very easy to replace. Some newer ones are easy, some are not. Hope this helps.

If they come on and will not flash, replace the Flasher Relay. If they just don't come on replace the blown out bulb.
You need to replace the turn signal bulb. When bulb is burnt out the turn signal will flash faster.

If the turn signal lights come on but will not flash you have a defective flasher relay. Replace the relay.

Your turn signal probably is not flashing because the turn signal lightbulb is burnt out. You could also have a loose wire on the turn signal.
The turn signal flasher is what makes the noise and lets the turn signal flash.
Probably need a new turn signal bulb.
