Romania, Bulgaria, Latvia, Lithuania, Estonia, Poland, Hungary and the Czec Republic are obligated to join the Euro in due course and are all working towards the economic convergence criteria. Sweden is obligated to join the euro in due course but for political reasons has deliberately remained outside the convergence criteria. The United Kingdom and Denmark are not obligated to join the euro and have chosen to opt out for the time being.

Latvia does use the Euro. It started doing so on the 1st of January 2014.
