Your model 58 .410 may have a safety after all. Look at the end of the bolt and see if there is a 'notch' that the 'knob' of the bolt can be pulled and turned until it catches in the notch. I have had several guns designed this way; but, yours may not be. Go the Numrich Gun Parts Corp. website and find the diagram for your model 58. If yours has a letter after the 58, be sure to get the right diagram. There are several different ones. Hope this helps.
You need the services of a good gunsmith

A model 1904 is a single shot bolt action rifle.

I received my first shotgun in 1960, a j.c. Higgins bolt action single shot .410, new. To remove the bolt, open it, then press a sharp-pointed object into the hole in the bottom of the receiver and press down; the bolt will slide out. Used it for years with no malfunctgions.......oh, it automatically resets the safety when the bolt is opened, a good safety feature for young or new shooters.
Sign up for a hunter safety course. This should be a single-shot bolt action rifle, about the simplest firearm action there is.

The value of the Winchester model 60 .22 single shot, bolt action rifle varies with the condition of the gun. On average, this gun retails for about 600 dollars in good condition.
If your 22 rifle is a bolt action single shot, it is likely a Mossberg Model 25. That rifle was made from 1935-1936, and continued as the 25A to 1938. Yes it is a single shot bolt 22.. THANKS
We have a Ranger bolt action rifle with a model # 103-8. We do not know the age of our gun however.
