For the iPod Touch 4: If the ipod touch's owner has the iphone owner's number, they can add it to 'contacts' and press 'facetime' and it should work. If the iphone owner has the ipod touch owner's email address, they can add it into 'contacts' and press 'facetime' and it should work.
iPhone 4's (as well as iPod Touch 4th gens) should already have FaceTime installed on them. If the app is not showing up on your homescreen, go to Settings>FaceTime> and make sure the swith that says "FaceTime" is on. If this doesn't work, Sync and Back up all needed data to your iTunes and restore your iPhone. Once it's done restoring, select "Restore From Backup" in iTunes. Now you should have all your media and data etc. on your phone, and FaceTime. I hope this helps :)
