The automated system found in the produce department also includes a draining system and would adversely affect the cold of the meat and fish cases.
As the above contributor states, there is definitely a danger of bacterial contamination IF the spray system is not maintained properly. For most groceries, the cost effectiveness is simply not there. It is much simpler and more cost effective to use a hand sprayer if and when it is needed in the fish case.
