Why don't oil refineries operate at full capacity?

If they did that fuel prices would be cheaper wouldnt they. Also the aging refineries arent all capable at going at full capacity any more. This is a way that they can keep lining there pockets is by not producing more fuel. The whole supply and demand thing.
