they do! for every action is an equal and opposite reaction. To propel a rocket into orbit an equal amount of force is expelled in the opposite direction. This is often dissipated into the atmosphere in the form of heat.

For example: when we walk action force is performed by our legs and the reaction force takes place in the ground.

similarly in a rocket smoke produces action force and the reaction of this force launches the rocket in upward direction.

For the system, as a whole, they cancel but within the system they do not because they act on different objects. For example, when I am standing on the ground my weight and the upward reaction of the ground acting on me will not affect anything outside of the system consisting of me and the ground. But I will be pushing against the earth and the earth will be pushing against me.

They don't. The magnitude of the forces is the same; but they don't "cancel out", since they act on different objects.
