There are cells in the epidermis (outer layer of the skin) which are alive and as they fill with keratin, they "push" forward and so the hair and the nails "grow". This appearance of growing is actually a sign that the cells at the skin are growing. The hair and the nails are dead. They can be cut as there is no feeling in them. If a person cuts the nails too short, that will hurt and bleed.
