Both.

Global warming is a moral issue because it is damaging the environment that we are leaving to our children, but we are not doing enough to prevent it.

It is also a political issue because it is too large to be dealt with by individuals. Politicians are elected to make decisions for the good of the country and the world. We need them to act globally.

There are many moral issues in global warming. Should developed countries, that are largely responsible for causing it, help developing countries, who played little part? Should we consider the children of the future, or should we think about ourselves? Is the economy of our country today more important that the threat to its economy if we allow global warming to continue unchecked?

Global warming is a political issue because it can only be stopped if every country plays its part. This means that governments have to act. Governments are political.
