Bruises mean that some capillaries broke, and they bled under the skin. The hard lump is most likely from the bleeding. As the bruise fades away, the lump should go away with it.

If I were to interpret this question, I would guess it means: Why didn't my shin bruise when I banged it, but a lump formed and it hurts?! A bruise will only form if a blood vessel is damaged.
