This is a good question, and one that brings me back to childhood (I am 57). I recall watching cartoons and hearing pieces of classical music in the background. Times and culture change, and they change fast. Back then, television was a relatively new medium. People figured out what it took to use the medium primarily to sell things; that has driven the development of the medium since then. There ARE magnificent programs on, and I am not dissing the entire industry. But I think it's fair to say that the TV world in general both reflects and influences the current culture of speed, stimulation and dumbing-down.

Another answer is rather mundane. The classic cartoons such as Buggs Bunny, Mickey Mouse, and Popeye were subdivisions of major motion picture studios. These animation studios were owned by giants of the industry such as Paramount and Warner Brothers Studios who had orchestras and illustrious conductors as musical directors on staff. These silly little shorts were screened by these executives and, simply because they could, were scored and conducted by studio orchestras. It never occurred to these industry giants that a cartoon was not an integral part of the movie going experience, so they were just as careful about cartoon scoring as any other studio output.
