In the book of Leviticus Ch. 16 v21-22 it states that Aaron laid his hands upon a goat and symbolically placed all of the sins of Israel upon the head of the goat and sent it off into the wilderness. The term Scapegoat comes from this action. i.e letting someone else take the blame. The goat was sent into a field symbolizing that the Lord would remember their sins no more.
The Bible takes on many symbolic terms, this was so that the people could understand what the Lord or the prophets were saying. The people being of lowly nature were able to understand better if things were explained in terms they understood.
Unfortunately we in our time are so steeped in worldly things that the scriptures are difficult for us to understand, unless we have the Holy Spirit to guide us.
