umm... he is!

Beowulf is actualy an Elegiac Epic. Meaning it focuses more on mournful things than the traditional epic. In this way he is an epic hero, but different than those usually dubbed an 'epic hero'. Especially when considering the fight with Grendel, which, considering the time, would have been negative as Grendel was in her right to exact revenge on a blood fued (due to the death of her son) and that her hall was invaded, which was against customs.

Also, of note, is his fight with the dragon, in which he dies a very unheroic death which is not primarily characteristic of earlier epic heroes.

The focus on Beowulf as a hero may be due to the emphasis on his extraordinary courage, strength, and victories in battle which are central to his portrayal in the story. As a king, Beowulf's qualities of leadership and governance are less emphasized compared to his heroic deeds. The story may prioritize his heroism to showcase his legendary status and inspire the audience with tales of valor.

because a hero becomes a legend of someone who stands up for what they believe in and a king is just a ruler who has power of his people.
