Friar Lawrence is the one who married Romeo and Juliet and gave Juliet the potion that made her seem dead, which consequently lead to the lovers' deaths.

However, there has been much debate on who was responsible for the deaths. Many include Benvolio, Friar John, Capulet, Nurse, etc. The most likely answer, which many people don't think of, is that Romeo and Juliet are responsible for their own deaths. It was suicide, after all. Many of the events leading up to the deaths did affect what would happen, but, ultimately, it was Romeo and Juliet's own choices to kill themselves. No person or events made them do it.
