When the Nazis came to power in 1933 their aim (as far as the Jews was concerned) was to bully them into leaving Germany - and many German Jews left, though it was not easy to find countries that would accept them. This remained the official policy for German Jews until August 1941. The decision to kill them was taken some time in the autumn of 1941.

Between 1933 and 1941 the US accepted about 250,000 refugees from Germany. A significant proportion of them were Jewish. Britain accepted 71,000 refugees between 1933 and 1939. Other countries accepted smaller numbers.

Obviously, after the outbreak of World War 2 in 1939 international communications were severely disrupted and fleeing from Germany became much more difficult.

On the other hand, when the Germans invaded Poland one of the first things they did was to force the Jews into ghettos till a final decision on their fate was made.
