It isn't. Your computer is likely having problems. However many sites perform maintenance and need to shut down or reduce access at those times.
Like any company, Google does have limits. Things can go wrong and if Google did go offline one can bet many people are working to fix the problem.

If you have bought Minecraft and downloaded it, you can play it whenever you like, on or offline. Just click Play offline when it says 'Can't connect to Minecraft.net'. But, if you haven't downloaded it, you can't play offline.
