Several general reasons:
Lack of proper sanitation, housing, electricity and water supply, due to rampancy of squatters and slums in India.
Lack of proper communications networks, roads, public amenities.
Rampant diseases and deaths, also a lot of infant mortality, once again largely due to the lack of hygiene of the slums. Basically there is a root problem of overpopulation in India, but not enough resources to support the growing population. Perhaps it might be unwise management of monetary resources to manage the country, but either way India is not developing its infrastructure in time to keep up with its population growth. Many poor rural people who come to the urban cities of India to find a better life are unable to find proper housing, thus create their own dwellings in squatters and slums.
