The default configuration for most Linux distributions is far more secure than that of the default configuration for Windows. Of course, a distro could be placed in an unsecure (by running everything as root, for instance), and Windows could be made more secure by running under a more limited account than Administrator. The main complaints about Windows' security are actually the response time Microsoft has to fixing known security vulnerabilities. Most vulnerabilities within Linux programs are fixed within days, if not hours, of the flaw being found. By contrast, Microsoft typically only releases security fixes literally every other Tuesday.

When necessary, Microsoft provides a new security update on the second Tuesday of each month and publishes a bulletin to announce the update. Occasionally, updates are released more often. The links below go to the latest bulletins. Each bulletin includes links to the security updates.

It is in that there are far less viruses and vulnerabilities in the wild for Ubuntu. However, decent security measures, such as having a firewall and anti-virus (Ubuntu does not do that for you!) should be taken whatever OS you use.

Currently, Linux is less secure than Windows in most regards, due to the SSL certificate authority Linux uses selling secure information to other organizations. However, Linux is still more secure than Windows in that the security problems Linux has are less serious than the security problems Windows has. Windows is more exploitable than Linux.

No system is secure forever. Therefore, yes.

To make it secure you should update / upgrade to stay secure. It provides security updates just like Windows. The good thing with linux is that it is hard to find a virus written for linux. Even if there are, most of them won't work because linux doesn't auto run.
