Plaster is usually applied onto Plasterboard to give it a smooth finish which can then be painted.
There are other techniques, taping & jointing is one, though Plaster gives a better finish.

People do not generally put PVA glue onto walls. We can't ask questions , so you must figure out why you did that, and how you are going to get around the problem it's now causing.
