It was recommended to the Attorney General, Eric Holder, by the Office of Professional Responsibility (which reports to him) that the cases be reopened due to details on prisoner abuse from years back, some never made public. The fact that it is a violation of the federal torture statute to threaten a prisoner with imminent death is the most obvious reason the Justice Department is pursuing this.
The previous administration reviewed the cases and decided none were worth pursuing. However, Holder and support from Obama plan to reopen the cases due to the details of prisoner abuse including mock executions and documented "use of a power drill". Though the allegations do not specifically target CIA members, they will undoubtedly be a large part of the investigation.
