They lick it! An animal who's too sleepy to lick will have a dry nose--it's only wet when they're active.
Now, why they lick their noses I don't know. It could be their first line of defense against small irritations: boogers, stray fur, and itches. Certainly touching a dry cat nose is enough to make the cat wet it again.
