the particles in pure iron, and any metal, are in layers which can slide over each other easily and therefore make the metal quite weak. howerver when other partcles of different sizes make the layers more uneven, the metal becomes stronger.

First off, iron is not particularly pure and is fairly brittle. It contains a lot of carbon, sulfur, and silica. Removing the impurities, particularly carbon, makes steel. Adding other metals can make the steel harder making it an alloy. Some additions are nickel, chromium, vanadium, and molybdenum. They change the physical structure of the molecules resulting in a harder metal. Heat treating and cold forming can also make metals harder.

the atoms are closer together, making it denser and therefore stronger (think of the differences between a solid and liquid, but to a lesser degree)

Actually "steels" are just just forms of elemental iron that have impurities, such as carbon, introduced into the material during manufacturing. when Iron is heated the space between the crystal lattices is farther apart. (actually completely different lattice structures all together) When the iron hardens these impurities are trapped within the crystal lattice in what are know as interstitial sites. Because of iron's lattice structure (FCC), slip (when metal bends) occurs along the close packed planes of the crystal lattice. Carbon impurities in the interstitial sites reduce the amount of slip between plains making the material stronger.

The true answer is quite in depth. The addition of carbon to iron makes steel. Adding other alloying elements produces a range of steels including all the stainless varieties. Addition of carbon interferes with the movement of dislocations which makes the original iron harder. However it is easier to explain by saying allying elements fillin the interstices in the iron matrix.
