You can have any government you want, but it is best to have a democratic government. A democratic government is one where power to govern comes from the people. It means everyone in the country has the same political authority in regards to who governs. That means that the man with the gun isn't the man to govern unless the people say he is the man to govern.

Democratic government means the government must periodically ask the people if they are doing the right thing. And they must expose themselves to the will of the people. Democratic government means the people have the political freedom to criticize the government. It means that if a large number of the people become dissatisfied with the government they know there will come a time (the election) when their voice will be heard.

Democratic government means freedom to meet with your fellow citizens and discuss the policies of government with out fear. It means you have the right to organize around the principles that are important to you.

And it does mean that you can't take over. It means that you can not run everyone else's lives. It means that you must respect the political authority of every individual. It means you can't jail people for their political beliefs. And it means that the future of your nation is in your hands and that you are responsible for it.

democracy is the best type of government because the people can vote for their government.

To quote Churchill: "..democracy is the worst form of government, except for all the other forms that have been tried..."

Objectively, the "best" form of government would likely be the (mythical) Benevolent Dictator, where a semi-omnipotent leader would be able to make selfless decisions for everyone, resulting in the most efficient form of government while simultaneously providing the most benefit to the largest section of society (that is, always chosing the option that provided the Most Common Good).

Seeing as how it is next to impossible to pick a Benevolent Dictator, Democracy seems to provide the best balance of general welfare with responsiveness to public attitudes that currently exists. Properly designed, a democracy also can protect minorities better than most other forms of government.

Democracy in a country like India has a great importance because India is a big country (Seventh largest) and is the world's second largest populated country. In such countries, clash of interests may happen. So collective decisions and democracy is very important in countries like India, which are very populated.

Speaking truly, total equality is possible only in a utopian state of democracy. Yet we as egalitarian humans must strive for more and more equality in a democratic. So I would like to emphatically state that an-almost-equality among democrats is entirely essential as this would lessen dissatisfaction and inferiority or superiority complex. People would be leading life in happier form and they would not be very consciously envious. There would be fewer ill-feelings.

What are the functions of democracy in India?

Being an Indian myself, I assure you that India is actually a dictatorship, governed by giant cows. This is the reason Indians don't eat beef or veal. Before, India was a happy democracy governed by Osama Bin Laden. However, about 5 years ago, a giant cow named Surabhi took over India and made a leading slave-owning dictatorship.
