If you mean as, say, farmland or for some similar use, one needs to remember that the mineral-rich and fertile layer on which vegetation grows is a thin shell on the earth, mostly created by decomposing matter and similar deposits. Strip mining removes this thin shell to get to the minerals below. Since it's truly difficult to rebuild a suitably fertile topsoil, it's therefore difficult to recover strip-mining activities.
