The purpose behind such laws is to insure the safety of minor persons from being exploited by those persons who are considered legal adults. If such laws did not exist it would be much more difficult for authorities to charge and prosecute persons who harm children regardless of the circumstances.

Not dating per se, but underage sex, it has been decided that below the age of legality you do not have the maturity to enter into a sexual relationship and the responsibilities that go along with it. The legal ability to consent is not there.

When a legal age person has sex with an under age person they are considered to be taking advantage of a child, something we all wouldn't want to be legal.

Where it gets fuzzy is when two people a year apart are affected when one crosses over and the other doesn't, but its difficult to make exceptions like that in a law.

This law wasn't meant to be a punishment for teens, but protection from predators who would rape teenagers and claim it was consensual, if you can not legally say yes, then it will always be rape.

not necessarily. if one of you is over 18 and one not, then yes, it is illegal. but if you are both minors, then no. however, make sure you both want to do this, and its ok with parents.
