For native speakers English is easy while for second language learners English is difficult to learn. Sometimes students face lack of confidence, lack of motivation, or shyness in front of a class. That's why they cannot learn. Practice is a very important thing for language students, so they should speak on daily basis with natives of English or they should interact with their teachers and friends.
For me there are four main factors:
1) linguistic factor (language transfer or interference,overgeneralization)
2) Affective factor( motivation, anxiety and the lack of self confidence)
3) Technological factor ( SMS; logs...etc)
4) learning strategies (translation)
Because they come from other countries and need to learn English. Since the start of the United States foreign born students have been in our schools. In 1830 60% of New York City was non-English, so this is not something new in schools. How we teach children English has some new methods, but it takes a good 5 years before a person is literate and proficient in their second language.
