During the day - the side of the Earth facing the Sun heats up - the portion facing away from the sun is in night time - and thus is not being heated... making it cooler !

Water heats up slower than land and also it cools down slower than land, therefore during the day when land heats up in sunlight water is still cold from nights cooler temp and slowly warming up and visa versa
