Probably your sending unit in the tank is bad.
If the fuel gauge is stuck, the needle never moves, then the gauge has a problem and needs to be replaced.

Your float may be stuck , it is located inside the fuel tank, and is very easy to get to , fold the rear seat forward , the access panel in under the carpet , it is attached to the fuel pump assy. It could be stuck, corroded, might need a salvage yard replacement. It could be you gauge itself , but most likely it is the float assy.
