Certain metals, such as Copper, Iron, and Steel will oxidize with prolonged exposure to oxygen (air). Oxidization is oxygen reacting with the metal, causing it to rust. A layer of paint completely covers the metal, so it isn't exposed to air and thus cannot rust (until the paint wears away).
