If it is man made the owners are required to put a harsh chemical in it to prevent or keep algae and seaweed to a minimum. That stuff is toxic when consumed. Also fish urinate and defacate in them, and dead bugs get in there and dirt and human bacteria. Its just common sense not to drink given the amount of things that could be lurking.
