Well being from New England I think I can help you. Snow is removed primarily from the roof of a building to lessen load on structural members. Put simply it is removed to prevent collapse of the structure. I see no reason why this would be any different at the White House then any other structure.

Roof Snow Removal Prevents Potential Problems?

Heavy snow can damage a roof if it sits too long. Snow can cause structural damage that can lead to leaks or, worse, the roof falling in. When a roof falls in, it can cause injury and ruin possessions inside the home. Water damage can lead to damaged property due to water, moisture or mold. Roof snow removal can safely remove snow before problems happen. Snow should be removed as soon as possible to prevent damage to the roof and the structure of the building.

Does the color of a roof affect the temperature inside the house?

Yes. Up to 20-40 degrees in the top part of your house. If its cold climate get dark to help melt snow on roof and white for hot climate to deflect the sun. or a grey type for in the middle. Then again alot of houses dont look good with white looking shingles. Get what looks good and try to go light or dark the most you can to save on them bills...
