Its a poor conductor because it has a tetrahedral lattice. Meaning that each one of its electrons are being used in bonding. Unlike other metals with 'sea's of free electrons' that can be used to conduct electricity, sulphur is an insulator. Furthermore, you will find that it is a gas at room temperature, which of course effects it conductivity. Keep in mind that it also has a high electronegativity and therefore the compounds that it forms are polar! :)
