Senate represents the whole State. Before the 17th Amendment the state assembles elected the senate, if the elected were not doing a good job the people would vote out the people that put then in office. Now we elect them direct and can do nothing but live with a bad choice for 6 years. The Senate was to be in office for 6 years so the gov. would not have to start over with no experienced people to run the gov. remember we elect 1/3 of the Senate every 2 years, so 2/3 is still there to help run the government. Remember the Congress was set up to be a citizens congress. People were to serve a term or two and get out and go back to farming or what ever their job was. Congress did not meet year round as they do now. They met to set a budget, handle problems and then go home. The President was in the office year round to keep an eye on foreign affairs and matters of state. The Congress ran the legislation for the country. My how things have changed...for the better or the worse? Remember the House reps. the people in districts across the nation,435 in all. The people are in direct control of the House by voting every 2 years. If not happy vote them out! The people only have to put up with bad reps. for 2 years.

You see, peoples' views on things can change rapidly, so they need to also be able to change the Representatives rapidly to fit the peoples needs to maintain the closeness between the people and the House. If the Reps. stayed in office for 4 years instead like everyone else, then they would keep the same beliefs for those four years even if the people demanded new beliefs and opinions.
