Why is the Internet vulnerable?

I'm no tech expert but I think the simple answer is that its because anyone can access it. If everybody had access to the Pentagan then that too would become vulnurable.

The main reason is because the Internet is not really regulated by any organisation, like a government for example. The Internet is the digital Wild Wild West.
