Certainly, all citizens should be treated the same by the government, and it would certainly be pleasant if the federal government provided everyone with everything they want. However, in order to give one person something , they have to take it away from another. It is by no means obvious how much welfare the government can or should provide. ( If you mean the responsibility for people to care for the others in their community, that is another question, but not one that belongs in the category of US presidents. )

It's all about votes. If you provide for someone's welfare, he/she will vote for you. The more welfare you provide, the more people will vote for you. Most people who receive welfare do not care that the system cannot possibly be sustained at today's level and will eventually bankrupt the government.
