It is due to the fat that negatively charged ions contain extra electrons than corresponding atoms, to accomodate these extra electrons they are shifted to another orbit hence radius increases.

A negative ion contains more electrons than its parent atom. The ion still has the same number of protons, but these have to hold onto the larger number of electrons by attraction. The attractive force is thus dissipated over a larger number of electrons and does not hold onto them as tightly. This results in the ionic radius being larger.

Because they have more "stuff" in them. Negative ions have more electrons in them. Electrons have a negative charge, so something with many electrons would be negative aswell.
