On the one hand, substantial Immigration was the only realistic way to first develop the new nation, and then supply skilled labour to the new metropolis as the US became an industrial superpower. On the other hand, xenophobia has been endemic in American culture from the earliest days. (To be fair: the US is not alone - or even unusual - in perceiving immigration as a problem).
The New York Harbour has always been a centre for immigration to the US, Emma Lazarus' poem puts a very positive spin on the immigration issue - managing to make an open-door policy sound as morally upright as it is economically wise.
It was a message that the US needed to hear, delivered just at a time when America needed to hear it. (The poem was engraved in 1903, by 1918 the US would be struggling to absorb the waves of central European refugees displaced by the Russian Revolution).
