Over the winter, a relative lack of the sun's warmth means most moisture collected on the earth's surface stays there -- it doesn't evaporate. In spring, warming temperatures cause more moisture to return to the air in the form of water vapour. More moisture in the air means more potential for precipitation -- rain (or snow, or hail). Once the summer months return, the amount of moisture left on the surface decreases, so less water vapour returns to the sky to fall as precipitation.

because the earth is facing towards the sun whereas if its in the northern hemisphere and the earth is facing AWAY from the sun, the N.H will have winter.The earth does not face DIRECTLY towards the sun during spring, that's why spring is cooler than summer.

The most prolific produces of hail, especially severe hail, are thunderstorms called supercells. These storms form best in conditions where there is warm air at low levels and cool air aloft (i.e. the atmosphere is unstable), and when upper level winds are strong. Upper level winds are strongest in the summer and weakest in the winter. During the spring the lower atmosphere starts to heat up, causing greater instability while upper level winds remain strong. Additionally, the spring is a time of clashing warm and cold air masses. All of these create an environment conducive to the formation of supercells.
