Most modern diesels have two fuel pumps; a 'lift pump', usually located in the fuel tank, and the 'high-pressure' injection pump, usually mounted on the engine.

The most likely cause of fuel not getting to the filter is a failure in the 'lift pump', in the fuel tank, which supplies fuel to the high pressure pump. check all fuses.
