There are a ton of national holidays in the United states. If schools were closed for all of them, there would be no school. So, school districts pick the most important days to be closed and Columbus day doesn't make the cut fur most schools, especially when it has several negative connotations and a bit of a problematic history. Several states have changed it to indigenous peoples day.
Each school system makes its own calendar. As long as they schedule the required number of days for school, they can schedule whatever holidays off they want. Some schedule Columbus Day off, but it's hard to know their reasons.
There is basically a law that states there must be a minimum of 180 days of school, and that is also why the last 2 days of school in some county/states, it is a 1/2 day.

Not all high schools are off many vocational schools, for exapmle BCIT in burlington county NJ, still have school.
October 12th is NOT a National holiday in the United States. October 11th is Columbus Day and rarely do businesses/schools allow for a day off.
School systems set their own calendars for the days they have off. Some choose to be off on Veterans Day and others don't. As long as schools are in session the required number of days, that is okay.
Yes, it is the day off from work. It is a day of rest.
